Job Description:
Financial Manager – On-Site (Norfolk Naval Base) – Secret Clearance Required
Join our team in Norfolk, VA, and play a critical role in providing essential financial management support to our government contract. We are seeking a highly motivated and experienced Financial Manager to lead our on-site team and serve as the primary financial liaison with the government.
This position requires an active Secret security clearance and on-site presence at the Norfolk Naval Base.
Responsibilities:
- Serve as the primary point of contact for all financial management support services with the government client.
- Conduct thorough financial analysis to identify potential challenges and develop strategic solutions.
- Lead the coordination and automation of complex financial applications, independently resolving issues and achieving objectives within budget constraints.
- Implement and utilize advanced tools and methodologies to automate financial processes, ensuring adherence to established accounting principles and practices.
- Evaluate products and procedures for compliance with government standards, accounting principles, and multi-tier system application standards.
- Prepare and deliver comprehensive milestone status reports and presentations to colleagues, subordinates, and government representatives.
- Provide leadership and guidance to a team of financial professionals.
Qualifications:

- Active Secret security clearance required.
- Bachelor’s degree in Business Administration, Finance, or Accounting; Master’s degree preferred.
- Minimum of 7 years of Department of Defense (DoD) financial management experience, including budget formulation, funds allocation, budget execution, cost accounting, and lifecycle cost estimation.
- Minimum of 5 years of experience leading and managing financial teams of 10+ members.
- Proven experience delivering executive-level written and oral presentations, with strong presentation development skills, including the creation of visually compelling materials.
- Advanced proficiency in Microsoft Excel and data flow management related to financial information, including creating and analyzing financial reports, managing large datasets, ensuring data accuracy, and utilizing data visualization tools.
- Demonstrated expertise in Generally Accepted Financial Management principles and lifecycle cost estimation methodologies.
- Comprehensive understanding of appropriated funds and Working Capital funds policies.
- Familiarity with the Clinger-Cohen Act, including the Information Technology Portfolio Review (ITPR) process.
- In-depth knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process, including its purpose, phases, relationship to the Program Objective Memorandum (POM) process, and role in acquisition.
- Extensive experience supporting day-to-day budget and financial operations within the DoD.
- Proficiency in budget execution, monitoring obligations, and tracking expenditures.
- Knowledge of and experience with Financial Improvement and Audit Readiness (FIAR) compliance.
- Experience utilizing DoD financial management systems.
- On-site presence at the Norfolk Naval Base is required.
