Our Centralized IT Sourcing team is seeking an experienced Enterprise Sourcing Specialist to lead the strategic sourcing and execution of large-scale IT solutions, goods, and services. In this role, you will act as a primary consultant for government agencies and public bodies, helping them navigate complex IT business challenges through the selection of high-value, compliant solutions.
You will be responsible for the full lifecycle of the procurement process—from market research and RFP development to complex contract negotiation and award execution.
Key Responsibilities

Strategic Procurement: Lead stakeholders in drafting Requests for Information (RFI) and Requests for Proposals (RFP) that align with organizational goals and public procurement regulations.

Evaluation & Selection: Facilitate cross-functional teams in evaluating supplier proposals to ensure “best value” selections for public entities.

Contract Negotiation: Lead the negotiation of complex, high-value IT contracts, ensuring favorable terms and legal compliance.

Market Intelligence: Conduct proactive market research and data trend analysis to support the development of IT infrastructure sourcing strategies.

Process Improvement: Collaborate with internal financial and data teams to drive automation and continuous improvement in the sourcing and market engagement process.

Stakeholder Management: Work alongside contract managers, service owners, financial analysts, and third-party integrators to ensure seamless contract execution and future sourcing success.
Required Skills & Qualifications

IT Procurement Expertise: Minimum of 10 years of senior-level experience in IT procurement and sourcing.

Strategic Execution: 10+ years of experience leading the development and execution of formal Requests for Proposals (RFPs).

Contract Development: 10+ years demonstrated knowledge in drafting, analyzing, and negotiating high-value, complex legal contracts.

Regulatory Knowledge: 10+ years of experience interpreting and applying procurement laws, policies, and public sector mandates.

Team Leadership: Proven ability to lead cross-functional teams and interact professionally with diverse stakeholders and the public.

Communication: Superior written and oral communication skills, with a track record of clear, professional stakeholder engagement.

Autonomy: Strong ability to work independently with limited supervision while utilizing established templates and work instructions.

Education: Bachelor’s degree in Business, Information Systems, Compliance, Law, or a related field (equivalent experience will be considered).
Preferred Qualifications

Collaborative Problem Solving: Demonstrated ability to brainstorm and apply uniform solutions across a peer group of sourcing professionals.

Sector Experience: Prior experience in state or local government procurement is highly desirable.

Professional Network: Strong professional references from previous public sector procurement engagements are a significant plus.
