Job Description:
Solutions / Cloud Architect
Contract: 6 Months with extension
Hybrid: 2 Days a week onsite and for meetings as needed

Summary
Key Responsibilities:
- Oversee and guide technical implementation of a new Fiscal Agent Services module, as part of the Medicaid Enterprise System (MES) system
- ·Ensure solutions align with CMS (Centers for Medicare & Medicaid Services) guidelines, MITA maturity goals, interoperability standards, and federal modularity requirements.
- ·Lead architectural reviews, assess solution implementation, and ensure alignment with enterprise architecture and technical policies.
- ·Evaluate system integration needs across modules such as Eligibility and Enrollment, Provider Services, Third‑Party Liability, Pharmacy, and Data Warehousing.
- ·Provide architectural guidance for system interfaces, data exchange standards, APIs, security models, and cloud adoption strategies.
- ·Develop architectural artifacts such as logical and physical diagrams, data flow documentation, integration patterns, and technical roadmaps.
- ·Collaborate with cybersecurity teams to ensure compliance with NIST, HIPAA, state security policies, and other applicable controls.
- ·Participate in governance processes, review change requests, and ensure solutions are sustainable and maintainable.
- ·Provide leadership and guidance to project teams, business analysts, developers, and external partners throughout the solution lifecycle.
- Proficiency in architectural modeling, data management concepts, and security best practices – Required 10 Years
- Excellent communication and stakeholder engagement skills, including the ability to explain technical concepts to non technical audiences – Required 10 Years
- Experience collaborating with vendors, system integrators, and multidisciplinary teams – Required 10 Years
- Considerable experience with cloud platforms (Azure, AWS, or equivalent). – Required 10 Years
Highly Desired:
- Experience designing or supporting large scale healthcare or government IT systems, preferably Medicaid or MES modules –
- Highly desired 10 Years
- Strong understanding of MITA framework and federal interoperability requirements – Highly desired 10 Years
- Considerable knowledge of emerging and traditional technologies such as: Node.js, Java, Angular, React, Python, REST, JSON, XML, X12, FHIR, HTML5 – Highly desired 10 Years
- Considerable knowledge of databases, ETL tools, relational databases, SharePoint, X12, and legacy programming. – Highly desired 10 Years
- Knowledge of enterprise integration, service oriented architecture, APIs, cloud computing, ETL and modular system design = Highly desired 10 Years
- Relevant certifications such as AWS/Azure Architect, or equivalent – Highly desired 8 Years
Nice-to-have:
- Prior work with Medicaid Management Information Systems (MMIS) or Medicaid Enterprise Systems (MES). – Nice to have 8 Years
- Experience in state government, public sector consulting, or large enterprise architecture roles – Nice to have 8 Years
