TECHEAD is currently seeking a direct hire Senior Network Engineer to design, build, create, and implement the enterprise IT communications network for one of our clients. This includes, but is not limited to, planning, developing, installing, configuring, testing, modifying, maintaining, and supporting all local and wide area network connections, associated software, and communications links. 

Responsibilities:

Network Management – 30%

  • Design, implement, and maintain LAN, WAN, and data center networks. Plan and execute network architecture upgrades and expansions.
  • Monitor and identify capacity and performance issues for network traffic to ensure continued, uninterrupted operation; forecast capacity for meeting future business needs by analyzing historical and recent trends in network traffic.
  • Perform analysis, diagnosis, testing, and resolution of communications software, equipment, and connectivity problems. Lead troubleshooting and root cause analysis of complex network incidents affecting LAN/WAN.  Recommend and implement corrective hardware/software solutions
  • Manage and optimize routing protocols (BGP, OSPF, EIGRP) and switching protocols like (STP, VTP, EtherChannel, VXLAN), inspect, test, and maintain local communications lines, associated cabling, and wireless access points.
  • Ensure high availability, redundancy, and fault tolerance across LAN/WAN infrastructure.
  • Maintain accurate and up-to-date network documentation: diagrams, IP address plans, configuration templates, and asset inventory of all LAN/WAN devices.
  • Develop and maintain network automation scripts.
  • Support of hybrid and multi-cloud network architectures.
  • Mentor junior and network administrators.

System Security – 25%

  • Implement and enforce network security policies.
  • Manage VPN solutions (site-to-site IPSec, remote-access SSL, and AnyConnect).
  • Perform hardening of all routers, switches, and wireless infrastructure, ensuring cyber best practices are met.
  • Conduct regular security audits and vulnerability assessments on all network devices.
  • Ensure NERCCIP compliance is followed on all BES network devices.
  • Lead firmware upgrades and patch management for all network devices (firewalls, switches, routers).
  • Implement defense-in-depth strategies to ensure security and reliability.

Vendor & External Relationship Management – 20%

  • Manage vendor performance according to agreement terms, e.g., SLAs, deliverables, and schedules.
  • Liaise with vendors during acquisition, contract negotiation, and installation.
  • Work closely with vendors and service providers on requests for maintenance support for communications equipment, software, and service – opening support tickets, responding to requests for additional information, following up to ensure appropriate priorities are being given when there is a significant impact on the business.
  • Monitor contract expiration/renewal.
  • Participate in meetings and conference calls with external entities, including members, transmission, owners, and our generation sites, to address the accuracy of real-time data flow.
  • Analyze, test, and resolve issues related to real-time data flow, including member contact when load data is not being received, and estimation is needed.

Other essential duties– 25%

  • Respond to crises in accordance with business continuity and disaster recovery plans.
  • Monitor readiness of the IT disaster recovery site to support IT operations.
  • Research and prepare project proposals and present the proposals in response to IT Project Requests submitted annually by business users and IT staff.
  • Prepare purchase orders and check requests for product and service acquisition; apply appropriate accounting codes; obtain authorization; review and verify invoices for payment.
  • Participate in bi-weekly IT staff meetings.
  • Participate in weekly IT change management meetings.
  • Participate in weekly IT operations planning meetings.
  • Attend company-sponsored seminars, industry conferences, and job-related training.
  • Participate in SPI, standing team/committee, user groups.
  • Participate in appropriate Richmond-based user groups.

Qualifications:

  • 10 years System life cycle – requirements, evaluation, selection, design, development/ configuration, implementation, user acceptance testing, and operation of software solutions.
  • 1 year of SCADA RTUs, real-time/operation, and revenue-quality metering, communications networks, ICCP (inter-control center communications protocol), preferred.
  • 10 years of network management software (e.g., Cisco ACS, SolarWinds), hardware (e.g., Cisco routers, switches), protocols (e.g., TCP/IP, UDP, DNP, FTP), and standards, including MPLS and cellular.
  • Utilities industry, especially generation, transmission, and distribution, preferred.
  • 10 years of system implementation management.
  • 10 years of project planning and management.
  • 5 years of contract negotiation and management; software licensing, hardware procurement, and consulting service acquisition, preferred.
  • 4-year degree in Information Systems or a similar field, preferred.
  • Policy and procedures development for IT and business processes.
  • Collaborative leader with innovative thinking and a focus on quality.
  • Understanding of IT process controls and compliance audits (e.g., Sarbanes-Oxley).
  • Effective communications of ideas, plans, and accomplishments within IT and to the user community – oral, written, and presentation delivery.
  • Continuous professional development with an ability to apply acquired knowledge/skills.
  • Reading technical manuals and procedural documentation for comprehension.
  • Experienced with system implementation and project planning management.
  • Self-motivated and self-directed with a customer service orientation
  • Workload management, task prioritization, and execution in a high-pressure environment.
  • Well versed in contract negotiation and management; software licensing, hardware procurement, and consulting service acquisition.
  • Knowledge of the utilities industry, especially generation, transmission, and distribution, is preferred.
  • Cisco Certified Network Associate.
