Job Description:

Functional Analyst 

Location: Virginia Beach, VA (100% On-Site)
Clearance: Top Secret (with SCI eligibility) 

The Mission

Join a critical Knowledge Management (KM) office supporting USSOCOM operations in Virginia Beach. As a Senior Functional Analyst, you will be responsible for the strategic analysis and functional validation of software applications and systems. Your expertise will be crucial in ensuring that all systems meet rigorous functional requirements, align with core business processes, and drive more efficient operations and superior decision-making.

You will operate as a key member of an Agile team within an Azure DevOps environment, reporting directly to the Projects Manager and Site Lead.

Senior Responsibilities

The Senior Functional Analyst will provide deep analytical and technical oversight across the development lifecycle, focusing on requirements definition, functional integrity, and overall solution quality.

Requirements & System Analysis

  • Requirements Elicitation: Lead the effort to analyze information system user needs, collecting and organizing detailed information to define clear and comprehensive functional requirements and specifications.

  • Strategic Alignment: Apply advanced analytical methods and techniques to assess information exchange requirements, leveraging knowledge of strategic organizational documents to ensure technical solutions support the mission.

  • Feasibility & Risk: Conduct comprehensive risk analysis, feasibility studies, and trade-off analyses to inform, document, and refine complex functional requirements and specifications.

  • Process Improvement: Perform in-depth needs analysis to identify and determine significant opportunities for new, improved, and streamlined business process solutions.

Technical Documentation & Oversight

  • Quality Assurance: Test the operation and functionality of software applications to rigorously validate they meet all defined requirements and business processes.

  • Technical Writing: Develop and review comprehensive technical documentation for software development and integration tasks. This includes validating work products for technical correctness, adherence to design concepts, and compliance with user standards.

  • Design Coordination: Serve as a key liaison, coordinating with systems architects and developers to provide critical functional oversight throughout the development of design solutions.

  • Data Definition: Expertly analyze and define complex data requirements and specifications.

Required Qualifications

Experience

Candidates must possess at least ten (10) years of documented, progressive experience, specifically including:

  • Expert knowledge of organizational process improvement concepts and established process maturity models.

  • Advanced skill in conducting capabilities and requirements analysis and translating customer interface interactions into operational project requirements.

  • Demonstrated experience in coordinating and managing the overall service provided to a customer end-to-end.

  • Expertise in assessing and prioritizing backlog requirements in an Agile environment.

  • Proven ability to perform needs analysis to determine significant opportunities for new and improved business process solutions.

Skills & Abilities

  • Strong critical thinking skills to analyze complex organizational patterns, relationships, and data interdependencies.

  • Ability to dissect a problem and expertly examine the interrelationships between data that may initially appear unrelated.

  • Ability to create detailed business process maps and other workflow visualization tools.

  • Knowledge of the capabilities and functionality of various technologies for organizing and managing information (KM).

  • Ability to function effectively in a dynamic, fast-paced environment.

Education & Certifications

  • Education:

    • High School diploma PLUS ten (10) years or more of relevant experience. OR

    • Degree in Information Systems or Business Process Engineering PLUS six (6) years of relevant experience.

  • Certification (Advanced): Hold a Lean or Six Sigma Black Belt, Agile Certified Practitioner (ACP), PMP, or equivalent advanced certification.
