Job Description:
We are seeking a unique, hybrid PowerBuilder Developer / Systems Engineer to support a high-profile Naval Logistics Web Modernization initiative in Norfolk, VA. This impactful role bridges legacy software architecture with cutting-edge modernization, playing a vital part in transforming naval logistics and supply chain systems.
The Role’s Evolution
Unlike traditional programming roles, this position has evolved into a strategic analytical asset. While you will maintain a hand in development, approximately 70% of your time will be focused on Systems Engineering. You will act as a technical detectivereverse-engineering legacy PowerBuilder applications, extracting critical business logic, and utilizing advanced AI-assisted engineering tools to generate the documentation required to build next-generation web implementations.

Key Responsibilities
70% Systems Engineering & Technical Analysis

Reverse Engineering: Analyze complex legacy PowerBuilder applications to evaluate functionality and validate requirements accuracy.

AI-Assisted Discovery: Utilize cutting-edge, secure military AI tools (e.g., NIPRGPT, GenAI.mil) to perform rapid code analysis and streamline architectural discovery.

Technical Documentation: Author highly detailed Software Requirements Specifications (SRS) and Software Design Documents (SDD).

Dependency Mapping: Collaborate with Subject Matter Experts (SMEs) to map out legacy application dependencies and define target-state web requirements.
30% Application Development & Support

Software Maintenance: Maintain and enhance existing core PowerBuilder applications (PB 2017 R3+ through PB 2022).

Database Engineering: Conduct database development utilizing Sybase ASE, writing and optimizing stored procedures, views, and tables.

Agile Collaboration: Participate in Agile/Scrum ceremonies and perform peer code reviews using tools like Crucible and JIRA.
Critical Eligibility Criteria (Day-One Requirements)

Security Clearance: Active DoD SECRET clearance is required at the time of hire. U.S. Citizenship is required.

Cybersecurity Compliance: Current符号 DoD 8570 IAT Level II certification (e.g., Security+) is mandatory before your start date.

Education: Bachelors degree in Computer Science, Computer Engineering, Electrical Engineering, Mathematics (with a CS concentration), or a closely related technical field.

Software Engineering Experience: Minimum of 3 years of professional experience in software design, development, and testing.

Defense Domain Experience: Minimum of 1 year supporting DoD Business IT systems (supply, logistics, maintenance, or personnel administration for aviation, afloat, or shore activities).

Core PowerBuilder Stack: Hands-on proficiency with PowerBuilder 2017 R3+ and a strong working knowledge of PowerBuilder Foundation Classes (PFC).

Database & OS: Proficient with Sybase Adaptive Server Enterprise (ASE) v15+ and a basic working knowledge of Linux operating systems (RHEL 8 preferred).

Tooling: Direct experience with Configuration Management and CI/CD tools (SVN, JIRA, Crucible, Jenkins).
